Florida Department of Health in Volusia and Flagler Counties
Stephen Civitelli began his current role as the Administrator for the Florida Department of Health in Volusia County in April of 2022. In February of 2024 Stephen was confirmed by the Board of County Commissioners to serve as Flagler County’s Health Administrator in a shared county role.
Previously, he served as the Director of Health/Deputy Emergency Manager for the Town of Wallingford in Connecticut. Stephen brings to Florida Department of Health 17 years of public health experience in Connecticut.
In 2020, Stephen served as the President for the Connecticut Directors of Health Association (CADH). In 2015, he served as the President of the CT Environmental Health Association.
Stephen serves on the Florida Department of Health, Environmental Health Program Council; the Transportation Disadvantaged Local Coordinating Board; the board of the Volusia Flagler United Way; the board of Healthy Start Volusia-Flagler; the board of the Volusia/Flagler Early Learning Coalition; the Volusia-Flagler Transportation Planning Organization; the Head Start/Early Head Start Policy Council and the board of the Northeast Health Planning Council.
Stephen graduated from the University of New England with a Master’s degree in Public Health and a Bachelor’s degree in Public Health from Southern Connecticut State University.
