Daniel T. Medved, Chief Legal Counsel
Daniel T. Medved presently serves as the Department of Health's Deputy General Counsel and Chief Legal Counsel for the Northeast Consortium Legal Office in Daytona Beach, Florida. Mr. Medved received his Juris Doctor degree, cum laude, in 1987 from the University of Miami School of Law, where he served on the Editorial Board of the Law Review. Mr. Medved received his Bachelor of Business Administration degree, magna cum laude, in 1984 from the University of Miami. He has been a licensed attorney and member of the Florida Bar since 1987. In 2007, Mr. Medved received a Master of Business Administration degree from Saint Leo University.
Mr. Medved began his legal career as an Assistant State Attorney for the Ninth Judicial Circuit in Orlando, Florida, where he was recognized in 1988 as Prosecutor of the Year in Central Florida by M.A.D.D. for his work in prosecuting alcohol-related offenses in Osceola County. Following three years in private practice in Seminole County, Mr. Medved returned to public service in 1992, joining the Department of Health and Rehabilitative Services as Managing Attorney for Child Welfare Legal Services for Volusia and Flagler Counties.
In 1993, Mr. Medved was appointed as District Legal Counsel for the Daytona Beach district of the Department of Health and Rehabilitative Services/Department of Children and Families. In that position, he served as legal advisor to district management and the Health and Human Services Board, and led the legal office through extensive growth. Mr. Medved was recognized by the Florida Council on Crime and Delinquency with its Judicial Award in 1994 and State of Florida Davis Productivity Awards in 1996, 1999, and 2001. In 2000, Mr. Medved was appointed as acting Region Legal Counsel in Tampa, where he supported the consolidation of agency operations in eight counties, and the negotiation of contracts for the privatization of foster care. Similar assignments followed in 2001 in Ft. Lauderdale and Gainesville. In January 2002, Mr. Medved was appointed as Chief Legal Counsel in Jacksonville, in addition to Daytona Beach, unifying the Department's legal offices in northeast Florida.
In 2003, Mr. Medved joined the Department of Health as Chief Legal Counsel for the Volusia County Health Department. Immediate efforts to support the organization through leadership transitions resulted in Mr. Medved being recognized as new Employee of the Year for 2003. Following the implementation of several initiatives, the legal office received two Davis Productivity Awards in 2005. In 2008, Mr. Medved established the Northeast Consortium Legal Office, providing consolidated legal services for seven county health departments in northeast Florida (Baker, Clay, Flagler, Nassau, Putnam and Volusia Counties.) For this initiative, the legal office received a Davis Productivity Award in 2009.
In 2012, Mr. Medved was appointed as Deputy General Counsel for the Department of Health, where he is responsible for leadership and oversight of legal services provided to the County Health Departments and serves as legal advisor to the Office of the Deputy Secretary for County Health Services.
Mr. Medved is admitted to practice before all Florida state courts and the U.S. District Court in the Middle District of Florida. He is a member of the Health Law, Environmental Law, and Administrative Law sections of the Florida Bar and the Volusia County Bar Association. Mr. Medved is also licensed in Florida as a Health Care Risk Manager.
